Because still it is not liable to GST .. As per section 9(1)  in case of following supplies GST will be liable with effect from the notified date which will be provided by govt on recommendation of GST council :
Petroleum Crude
High speed diesel
Natural gas
Motor spirit commonly known as petrol
Aviation Turbine Fuel

As per section 9(2) Alcoholic liquor for human consumption is specifically excluded from purview of GST means it is not liable to GST
