eople have the authority to deliberate and decide legislation
or to choose governing officials to do so.

contrast with forms of government where power is either held by an individual, autocratic systems
like absolute monarchy, or where power is
either held by small number of individuals.
- One should know how to assess the outcomes of democracy and then proceed to look at the expected and actual outcomes of democracy in various respects: quality of government, economic well-being, inequality, social differences and conflict and finally freedom and dignity.
