  1. Development goals can be conflicting because different persons can have different developmental goals and what may be development for one may not be development for the other. It may even be destructive for the other.
  2. For example Construction of dams can be a developmental goal for the industrialist as it produces electricity but at the same time people residing near to dam area have to displace from their villages, So, it not be a development for them .
